The National Council on Substance Abuse is seeking to recruit a Manager to lead the agency in the attainment of its objectives. The NCSA is a statutory organization mandated, inter alia, to perform the following functions:
- Devise, undertake and promote programmes and projects aimed at the prevention, elimination or controlof illegal drugs and substance abuse.
- Authorise, conduct and facilitate research or surveys on substance abuse
- Advise on measures for the eradication or control of substance abuse and to prevent the proliferation of illegal narcotic drugs
- Undertake or facilitate programmes for the treatment and rehabilitation of persons affected by substance abuse
- Manage facilities for the treatment and rehabilitation of persons affected by substance abuse
- Co-ordinate or facilitate groups and organizations in the effort to eradicate or control substance abuse
The successful candidate will report to the Board of Directors and will be required to lead and develop the agency’s team and services while simultaneously building and maintaining collaborative, working relationships with colleagues and strategic partners.
Core Functions:
- To serve as a channel of information to the Board of Directors of the NCSA on policy, strategy and programme development
- To champion the implementation of agreed policies, strategies and programmes
- To stimulate staff development, motivation and training
- To ensure the prudent financial management of the Council
- To direct the conduct of research on substance use and abuse in Barbados
- To liaise and collaborate with stakeholders and strategic partners locally, regionally and internationally,whose interests are similar to those of the Council
Qualifications and Requirements:
- Bachelor's degree in the social sciences (preferably social work, sociology) along with at least 5 years'experience in a similar field
- Postgraduate training in social sciences (as identified above) will be preferred
- Proven competence in using Information and Communications Technology (ICT)
- Interest in macro level (community) interventions and change
- The ability to approach planning in a strategic manner
- The ability to handle multifaceted tasks and changing priorities with ease
- Comfort with innovation, complexity, and multiple, diverse interests/opinions
- High level problem solving skills
